Temporary film subsidies and police military equipment gets Council approval

At the City Council meeting on the evening of Monday, November 10, Action Item 1 (A1) called for, “(1) Consideration of Temporary Subsidies on Film Permit Fees to Incentivize Film Production in Culver City; (2) Adoption of Resolution Extending Suspension of the Collection of Business Tax for Itinerant Motion Picture/Television Producers for an Additional 10 Years.”

That item was approved unanimously, to great cheers.

Action Item 2 (A2) called for, “(1) Discussion of Proposed Clarifying Amendments to Culver City Municipal Code (CCMC) Subchapters 15.09.200 Rent Control, and 15.09.300 Tenant Protections as Recommended by the Council Standing Housing and Homelessness Subcommittee; (2) Introduction of Respective Ordinances Amending CCMC Subchapters 15.09.200 Rent Control and 15.09.300 Tenant Protections; (3) Direction to City Manager on Outreach to Landlords and Tenants Regarding Future Substantive Changes to the Rent Control and Tenant Protections Ordinances.”

The clarification was clearly required, as public speakers, council members and staff members went back and forth regarding the language. The motion passed 4-0, with Council Member Albert Vera abstaining.

Action Item 3 (A3) called for, “(1) Review and Approval of the 2024-2025 Culver City Police Department Military Equipment Annual Report Pursuant to Government Code Section 7071(e)(2); (2) Renewal of (i.e., Continuation of) Ordinance No. 2022-005, Codified as Subchapter 3.04.400 of the Culver City Municipal Code, Governing the Use of Military Equipment by the Culver City Police Department and Approving the Military Equipment Funding, Acquisition and Use Policy Pursuant to Assembly Bill 481.”

This is the annual, compulsory review of the equipment used by CCPD that is categorized as “military.” As always, there was some vigorous discussion before the item passed unanimously.

Action Item 4 (A4) called for, “(1) Update on Staff’s Efforts to Solicit Proposals for a Consultant to Develop and Conduct a Civic Assembly; (2) Discussion of Proposals Received from Consultants; (3) (If Desired) Create an Ad Hoc Subcommittee and Appoint Council Members thereto, to Evaluate the Proposals and Make a Recommendation to the City Council; (4) (If Desired) Approval of a Professional Services Agreement with a Consultant to Develop and Conduct a Civic Assembly.”

In the absence of Vera, who had left at midnight to catch a flight, the item passed 301, with Mayor Dan O’Brien the one no vote.

Action Items 5 and 6 were pushed so finally, Action Item 7 called for, “Discussion of the Mobility Subcommittee’s Recommendation to Allow Operation of Robotic Delivery Devices in Culver City.”

That item passed unanimously, 4-0.
