Good idea, but will it be effective?

In re: the article “Clarke looks to go beyond ban of polystyrene” (Dec. 8, 2016), you state that Mr. Clarke proposes adding additional blue and black receptacles at bus stops, parks, etc. A wonderful idea, BUT will it change anything?

I live near the Ralph’s market at Overland and Jefferson. I frequently walk to that market. On the Jefferson Blvd. side, just before the driveway into the parking lot, there is a grassy knoll with trees. Within a few feet of walking distance from this grassy knoll there is a black trash receptacle on the sidewalk. Yet, the grassy knoll and the adjacent walkway are often littered with trash, mostly from take-out food. A lot of people seem to be too lazy to walk the few steps to the trash receptacle, or perhaps they just don’t care! Unfortunately, this seems to be a common attitude. Can anything be done to instill a more thoughtful attitude in people?
