Joyce Balkman-Waggoner, formerly of Culver City, and the step-mother of former Culver City Mayor Mike Balkman died at the age of 81 on Aug. 16. She died at her home in Sedona Ariz. with family by her side.
Born in Blue Island, Ill., she moved to Culver City and went on to graduate from Hamilton High School. Her work life included positions at Ralphs grocery store and Pacific Telephone Company, from which she retired as credit center supervisor after 22 years.
She married Sid Balkman, who died in 1986. After Balkman’s death, she continued working for the family business, Sid Balkman Electric, with his son Mike and daughter-in-law, Flor.
She retired to Sedona, where she married Donald Waggoner in 1996. They enjoyed an active membership in the Sedona Elks Lodge #2291.
Balkman-Waggoner was described affectionately by her family as a “sassy, vibrant lady who lived life to its fullest.” She was also known for her compassion and caring ways.
She is survived by her husband, Donald, brother, Robert Schultz of Irvine, Calif., daughters Susan Bowman of Bonita, Calif. and Joan Ingle of Newark, Del., sons William Fender of Pahrump, Nev., David Waggoner of Phoenix, Ariz. and Donald Waggoner of Chandler Ariz., daughter-in-law Flor, of Culver City, 21 grand children and 12 great-grandchildren.
